Ross Ashley, III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Fiscal Year (FY) 2009 Program Award and Allocation Announcement for Transportation Infrastructure Security Programs and Additional Preparedness Programs The Grant Programs Directorate (GPD) within the Federal Emergency Management Agency (FEMA) is announcing final grant allocations for the following programs: Transit Security Grant Program, Freight Rail Security Grant Program, Intercity Passenger Rail, Port Security Grant Program, Intercity Bus Security Grant Program, Trucking Security Program, Buffer Zone Protection Program, Interoperable Emergency Communications Grant Program, Emergency Operations Center Grant Program and Driver’s License Security Grant Program. FY 2009 Transit Security Grant Program (TSGP) The TSGP provides $388,600,000 to the Nation’s high-threat urban areas for enhancement of security measures at critical transit infrastructure including bus, ferry and rail systems. From this amount the following components are funded: the Freight Rail Security Grant Program ($15,000,000) and the Intercity Passenger Rail (Amtrak) ($25,000,000). In FY 2009, the FRSGP will fund security training for frontline employees, the completion of vulnerability assessments, the development of security plans within the freight rail industry and GPS tracking systems for railroad cars transporting toxic inhalation hazardous materials (TIH). www.fema.gov The purpose of the FY 2009 Intercity Passenger Rail (IPR) is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system. FY 2009 Port Security Grant Program (PSGP) The PSGP provides $388,600,000 to assist ports in enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), weapons of mass destruction (WMD), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. FY 2009 Intercity Bus Security Grant Program (IBSGP) The IBSGP provides $11,658,000 to create a sustainable program for the protection of intercity bus systems and the traveling public from terrorism. The program seeks to assist operators of fixed-route intercity and charter bus services in obtaining the resources required to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection. FY 2009 Trucking Security Program (TSP) The TSP provides $7,772,000 to eligible applicants to implement security improvement measures and policies deemed valuable by DHS as indicated in the Security Action Items publication of June 26, 2008. These items are primarily focused on the purchase and installation or enhancement of equipment and systems related to tractor and trailer tracking systems. Additionally, the TSP will provide funding to develop a system for DHS to monitor, collect, and analyze tracking information; and develop plans to improve the effectiveness of transportation and distribution of supplies and commodities during catastrophic events. DHS did not receive enough applications to fully utilize funding in this program through the initial solicitation and will only be awarding $2,224,750 at this time. FY 2009 Buffer Zone Protection Program (BZPP) The BZPP provides $48,575,000 to funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets, including chemical facilities, financial institutions, nuclear power plants, dams, and other high-risk/highconsequence facilities, through allowable planning and equipment acquisition. FY 2009 Interoperable Emergency Communications Grant Program (IECGP) The FY 2009 IECGP provides $48,575,000 to improve local, tribal, regional, statewide, and national interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters. The funding will enable States, Territories, local units of government, and tribal communities to implement their Statewide Communication Interoperability Plans (SCIP) and align to the National Emergency Communications Plan (NECP) to further enhance interoperability. 2 FY 2009 Emergency Operations Centers (EOC) Grant Program The FY 2009 EOC Grant Program provides $33,002,500 to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable EOCs with a focus on addressing identified needs. FY 2009 Driver’s License Security Grant Program The FY 2009 DLSGP provides $48,575,000 to prevent terrorism, reduce fraud, and improve the reliability and accuracy of identification documents that state governments issue. DLSGP funds are intended to assist States and territories improve the integrity and security of their driver’s license and identification card processes, information systems, facilities and personnel identity information capabilities.
