Ross Ashley, III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Amended FY 2009 SHSP and UASI Law Enforcement Terrorism Prevention Activities Minimums Per the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 11053) (hereafter “9/11 Act”) and Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 (Public Law 110-329), the FY 2009 Homeland Security Grant Program (HSGP) does not contain a separate line-item Law Enforcement Terrorism Prevention Program. Section 2006 of the 9/11 Act requires FEMA to ensure that not less than 25 percent of total combined funds appropriated for the State Homeland Security Program (SHSP) and Urban Areas Security Initiative (UASI) are used for law enforcement terrorism prevention activities. Therefore, at least $446,875,000 of SHSP and UASI funding must be used for law enforcement terrorism prevention activities. The tables below reflect the amended Law Enforcement Terrorism Prevention Activities Minimum for SHSP and UASI and replace the tables that were included in the FY 2009 HSGP Guidance and Application Kit as well as Information Bulletin # 296 issued on November 5, 2008.
