Ross Ashley, III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Fiscal Year (FY) 2008 Grant Programs Allocation Announcement The Grant Programs Directorate (GPD) within the Federal Emergency Management Agency (FEMA) is pleased to announce the final allocation amounts for the FY 2008 grant programs listed below. These FY 2008 grant initiatives provide approximately $1.8 billion to States, Territories, Urban Areas, and Tribes to enhance their ability to prevent, protect against, respond to, and recover from terrorism and other disasters and to enhance national preparedness. The specific allocation amounts for each program are included as Appendix A. • FY 2008 Homeland Security Grant Program (HSGP) o State Homeland Security Program (SHSP) o Urban Areas Security Initiative (UASI) o Metropolitan Medical Response System (MMRS) o Citizen Corps Program (CCP) • FY 2008 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) • FY 2008 Operation Stonegarden (OPSG) • FY 2008 State Homeland Security Program - Tribal (SHSP Tribal) • FY 2007 and 2008 Regional Catastrophic Preparedness Grant Program (RCPGP) Detailed information for all of the aforementioned grant programs is provided at http://www.fema.gov/grants. The final FY 2008 grant allocations were determined based on the following methodologies: Program Allocation Methodology HSGP SHSP Funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments, with a minimum allocation according to the Implementing Recommendations of the 9/11 Commission Act of 2007 formula UASI All funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments MMRS Funding distributed equally among 124 MMRS jurisdictions (allocation amounts announced on February 1, 2008 via the FY 2008 HSGP Guidance and Application kit) CCP Base allocation distributed according to USA PATRIOT Act formula, with the remainder distributed on a population-share basis (allocation amounts announced on February 1, 2008 via the FY 2008 HSGP Guidance and Application kit) NSGP Funding allocated based on the feasibility of applicants proposed investments and their relative risk to international terrorism. Nonprofits submitted applications to State Administrative Agency for State and Urban Area review OPSG Funding allocated based on analysis of risk, provided by CBP, and anticipated project effectiveness. Federal review composed of FEMA/GPD and CBP/Office of Border Patrol (HQ and field-level representatives) SHSP - Tribal All funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments RCPGP Funding allocated to the Urban Areas based on the scored results of the RCP Grant Program National Review, which took into consideration the strength and potential impact of the proposed projects. The review was conducted by a panel of Federal subject matter experts with backgrounds in emergency management and planning FY 2008 Homeland Security Grant Program (HSGP) The FY 2008 HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with potential terrorist attacks. State Homeland Security Program (SHSP). The SHSP provides $861,280,000 in funding support to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report. Urban Areas Security Initiative (UASI). The UASI program dedicates $781,630,000 in funding support to select high-threat, high-density Urban Areas in order to address their unique multi- discipline planning, organization, equipment, training, and exercise needs in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. Metropolitan Medical Response System (MMRS). The MMRS provides $39,831,404 in funding support to designated localities to assist in maintaining and updating plans, delivering training, purchasing equipment and pharmaceuticals, and conducting exercises. Citizen Corps Program (CCP). The CCP provides $14,572,500 in funding support to bring community and government leaders together to coordinate the involvement of community members in emergency preparedness, planning, mitigation, response, and recovery. FY 2008 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) The FY 2008 UASI NSGP provides $15,000,000 in funding support for target hardening activities to nonprofit organizations that are at high risk of international terrorist attack. While this funding is provided specifically to high-risk nonprofit organizations via the State, the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. FY 2008 Operation Stonegarden (OPSG) The intent of OPSG is to enhance law enforcement preparedness and operational readiness along the land borders of the United States. FY 2008 OPSG provides $60,000,000 in funding to designated localities to enhance cooperation and coordination between law enforcement agencies in a joint mission to secure the nation’s land borders. FY 2008 State Homeland Security Program (SHSP) – Tribal As part of the 9/11 Act, tribes are directly eligible applicants for $1,645,000 of State Homeland Security Program (SHSP) Tribal funding. The SHSP Tribal provides funds to directly eligible tribes, as defined in the 9/11 Act, to build capabilities and implement homeland security plans. FY 2007 and 2008 Regional Catastrophic Preparedness Grant Program (RCPGP) The FY 2007 and 2008 RCPGP provides $60,092,500 to advance catastrophic incident preparedness to Tier 1 and selected Tier 2 UASI Urban Areas. RCPGP is intended to support an integrated planning system that enables regional all-hazard planning for catastrophic events and the development of necessary plans, protocols, and procedures to manage catastrophic events.
