The purpose of this information bulletin is to amend information contained in the FY 2008 TSGP Guidance and Application Kit related to eligibility, submission deadlines, and the Investment Justification template. Eligibility Under Public Law 110-53 only public transportation agencies are eligible for TSGP funds. Catalina Passenger Service was listed as an eligible grantee under the Greater Los Angeles Area in Table 4, page 16 of the FY 2008 TSGP Guidance and Application Kit; however, Catalina Passenger Services is a private entity. This information bulletin removes Catalina Passenger Services as an eligible grantee for the FY 2008 TSGP. Security Plan Concurrence Submission Deadline Security providers must provide their concurrence for the security plan of the transit agency they provide transit security to. This concurrence must be submitted at the same time as the Investment Justification submissions. A template for the Security Plan Certification and concurrence is included in the FY 2008 TSGP Guidance and Application Kit as Appendix J. Investment Justification Template Question II.B. of the Investment Justification (IJ) on page D-4 of the FY 2008 TSGP Guidance and Application Kit currently reads: www.fema.gov “II.B. Describe how this investment specifically addresses one or more of the transit security fundamentals identified in the FY 2008 TSGP Guidance.” This information bulletin changes that question to read: “II.B. Describe how this investment falls within one or more of the project effectiveness groupings identified in Table 2, page 7 of the FY 2008 TSGP Guidance.” Additionally, the response instructions for same question, question II.B., currently read “Describe how the investment addresses one or more of the following: • Training, operational deterrence, drills, public awareness activities • Multi-user high-density key infrastructure protection • Single-user high-density key infrastructure protection • Key operating asset protection • Response and recovery • Other” This information bulletin removes the last two bulleted items in this listing, “Response and recovery” and “Other.” For questions regarding the FY 2008 TSGP, please contact the Grant Programs Directorate Centralized Scheduling and Information Desk at 1-800-368-6498, or via e-mail at askcsid@dhs.gov.
