Ross Ashley III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Fiscal Year (FY) 2008 Program Guidance and Application Kits The Grant Programs Directorate (GPD) within the Federal Emergency Management Agency (FEMA) is pleased to announce the availability of the FY 2008 Program Guidance and Application Kits. These kits are now available online at http://www.fema.gov/grants. Program Guidance and Application Kits are available for the following programs, representing over $3 billion in available FY 2008 grant funding: • FY 2008 Homeland Security Grant Program (HSGP) • FY 2008 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) • FY 2008 Operation Stonegarden (OPSG) • FY 2007 and 2008 Regional Catastrophic Preparedness Grant Program (RCPGP) • FY 2008 Emergency Management Performance Grants (EMPG) • FY 2008 Transit Security Grant Program (TSGP) including: o FY 2008 TSGP: Intercity Passenger Rail (Amtrak) o FY 2008 TSGP: Freight Rail Security Grant Program (FRSGP) • FY 2008 Port Security Grant Program (PSGP) • FY 2008 Intercity Bus Security Grant Program (IBSGP) • FY 2008 Trucking Security Program (TSP) • FY 2008 Buffer Zone Protection Program (BZPP) www.fema.gov FY 2008 Homeland Security Grant Program (HSGP) The HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with potential terrorist attacks. State Homeland Security Program (SHSP). The SHSP provides $862,925,000 in funding support to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report. Urban Areas Security Initiative (UASI). The UASI program dedicates $781,630,000 in funding support to select high-threat, high-density Urban Areas in order to address their unique multidiscipline planning, organization, equipment, training, and exercise needs in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. Metropolitan Medical Response System (MMRS). The MMRS provides $39,831,500 in funding support to designated localities to assist in maintaining and updating plans, delivering training, purchasing equipment and pharmaceuticals, and conducting exercises. Citizen Corps Program (CCP). The CCP provides $14,572,500 in funding support to bring community and government leaders together to coordinate the involvement of community members in emergency preparedness, planning, mitigation, response, and recovery. FY 2008 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) The FY 2008 UASI NSGP provides $15,000,000 in funding support for target hardening activities to nonprofit organizations that are at high risk of international terrorist attack. While this funding is provided specifically to high-risk nonprofit organizations via the State, the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. FY 2008 Operation Stonegarden (OPSG) The intent of OPSG is to enhance law enforcement preparedness and operational readiness along the land borders of the United States. In FY 2008, OPSG will provide $60,000,000 in funding to designated localities to enhance cooperation and coordination between law enforcement agencies in a joint mission to secure the nation’s land borders. FY 2007 and 2008 Regional Catastrophic Preparedness Grant Program (RCPGP) The FY 2007 and 2008 RCPGP provides $60,092,500 to advance catastrophic incident preparedness to Tier I and selected Tier II UASI Urban Areas. RCPGP is intended to support an integrated planning system that enables regional all-hazard planning for catastrophic events and the development of necessary plans, protocols, and procedures to manage a catastrophic event. 2 The SAA is the only agency eligible to apply for FY 2008 HSGP, NSGP, OPSG, and RCPGP funds. Completed FY 2008 HSGP, NSGP, OPSG, and RCPGP applications must be received by FEMA no later than May 1, 2008, 11:59 p.m., Eastern Daylight Time. FEMA will evaluate applications and act on these applications within 90 days of the submission deadline. FY 2008 Emergency Management Performance Grants (EMPG) Emergency management is a vital part of the Department of Homeland Security’s preparedness mission and EMPG directly supports the Nation’s emergency management community. The FY 2008 EMPG Program provides $291,450,000 in critical assistance to sustain and enhance State and local emergency management capabilities. FY 2008 EMPG allowable costs remain consistent with previous fiscal years and have been divided into planning, organization, equipment, training, and exercises categories. The State Administrative Agency (SAA) is the only agency eligible to apply for FY 2008 EMPG funds. The completed FY 2008 EMPG application must be received by FEMA no later than March 1, 2008, 11:59 p.m., Eastern Standard Time. FEMA will evaluate applications and act on these applications within 30 days of the submission deadline. FY 2008 Transit Security Grant Program (TSGP) The TSGP provides $388,600,000 to the Nation’s high-threat urban areas for enhancement of security measures at critical transit infrastructure. From this amount the following components are funded: Intercity Passenger Rail (Amtrak) ($25,000,000) and the Freight Rail Security Grant Program ($15,000,000). Certain ferry systems are eligible to participate in the FY 2008 TSGP and receive funds under the Tier I cooperative agreement process. However, any ferry system electing to participate and receive funds under the FY 2008 TSGP cannot participate in the FY 2008 Port Security Grant Program (PSGP) (and will not be considered for funding under the FY 2008 PSGP). Likewise, any ferry system that participates in PSGP cannot be considered for funding under TSGP. FY 2008 Port Security Grant Program (PSGP) The PSGP provides $388,600,000 for port security grants, including $5,600,000 to high capacity ferry systems. PSGP funds support increased port-wide risk management; enhanced domain awareness; training and exercises; and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs) and other non-conventional weapons. All entities covered by an Area Maritime Security Plan (AMSP) may submit an application for consideration of funding. FY 2008 Intercity Bus Security Grant Program (IBSGP) The IBSGP furnishes $11,172,250 to operators of fixed route intercity and charter bus services to support security measures such as enhanced planning, facility security upgrades, and vehicle and 3 driver protection. The only eligible grantees for the FY 2008 IBSGP are private operators providing transportation by an over-the-road bus. FY 2008 Trucking Security Program (TSP) The TSP provides $15,544,000 to an entity that can demonstrate the ability to support the funding priorities: to recruit, plan, train, operate a call center and information and analysis center for an anti-terrorism and security awareness program. There are no restrictions on who may apply for funding under the FY 2008 TSP. FY 2008 Buffer Zone Protection Program (BZPP) The BZPP provides $48,575,000 to States to secure critical infrastructure including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities. The SAA is the only entity eligible formally to apply for BZPP funds. Completed FY 2008 TSGP, Intercity Passenger Rail (Amtrak), Freight Rail Security Grant Program, PSGP, IBSGP, TSP and BZPP applications must be received by FEMA no later than March 17, 2008, 11:59 p.m., Eastern Daylight Time. FEMA will evaluate applications and act on these applications within 60 days of the submission deadline.
