The information contained in this bulletin should be considered an addendum to the Fiscal Year (FY) 2007 Supplemental PSGP Guidance. All other programmatic requirements remain unchanged. Actual deliverables remain unchanged. Fiduciary Agents, working in full consultation with their respective Area Maritime Security Committee(s) are still expected to submit the following documents to the Office for Domestic Preparedness Secure Portal [https://odp.esportals.com/:] . DRAFT Port Area-Wide Risk Management/Mitigation Plan . FINAL Port Area-Wide Risk Management/Mitigation Plan . Investment Justifications based on approved FINAL Plan. The original timeline proposed in the FY 2007 Supplemental PSGP Guidance was based on best available information at the time. Based on a review of the 25 Concept of Operations submitted by Tier I and Tier II Fiduciary Agents, the PSGP Executive Steering Committee comprised of representatives from the Department of Homeland Security’s Federal Emergency Management Agency (FEMA); United States Coast Guard (USCG); Transportation Security Administration (TSA) and Department of Transportation’s Maritime Administration (MARAD), has recommended amending the timeline and due dates for the aforementioned deliverables.
