The purpose of this Information Bulletin (IB) is to clarify (1) the deadline for submitting Tier I Investment Justifications (IJs) for both the FY07 TSGP Base and Supplemental, (2) the match requirement for operational costs in the FY07 TSGP Supplemental, and (3) the sustainment requirement for operational costs in the FY07 TSGP Supplemental. Submission Deadline for Tier I Investment Justifications The cooperative agreement process for the Tier I regions has been modified slightly to ensure proper consideration of all available funds through both the FY07 TSGP Base and Supplemental. As such, the deadline for submitting all Tier I IJs for both the FY 2007 TSGP Base and Supplemental is December 28, 2007 (90 days from the FY07 TSGP Supplemental Award Date of September 30, 2007). All IJs must be submitted through the State Administrative Agency (SAA) via the ODP Secure Portal. Operational Costs Match Requirement The information below provides clarification on the match requirement for operational costs, found on page 4 in the FY 2007 TSGP Supplemental Funding Program Guidance and Application Kit. Tier I regions are allowed to use up to 25% of their FY07 TSGP Supplemental award toward operational costs. The sub-grantee is required to match 50% of the amount of the DHS grant award for operational costs. For example, if a region’s FY07 TSGP allocation is $20 million, and DHS awards $5 million in operational funding (25% of the total regional allocation), the sub-grantee must provide a match of 50% of that award amount, or $2.5 million. www.fema.gov Additionally, the region may request a waiver to use up to 50% of their total FY07 TSGP Supplemental allocation. If these additional funds are granted by DHS toward operational costs, the sub-grantee may request a waiver for the matching requirement on these additional funds - specifically those above 25% of the total award. Expanding the example above, if the sub-grantee were awarded $10 million in operational funding (50% of their total award) and a match waiver is approved, then their matching requirement would remain at $2.5 million, or 50% of the initial $5 million. Operational Activities Sustainment In the FY 2007 TSGP Supplemental Funding Program Guidance and Application Kit, Appendix 2, page 22 it states that “Additionally, any OPack costs after the 36 month period of performance (including expenses related to the maintenance, personnel, equipment, etc.) are the responsibility of the transit system.” This IB changes that statement to “Additionally, any OPack costs after the 36 month period of performance (including expenses related to the maintenance, personnel, equipment, etc.) are the responsibility of the applicable sub-grantee."
