Gruber Acting Deputy Administrator, National Preparedness Directorate SUBJECT: FY 2007 Homeland Security Grant Program (HSGP) Allocation Announcement The U.S. Department of Homeland Security (DHS) announces the final award allocations for all programs included in the FY 2007 HSGP: State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention Program (LETPP), Urban Areas Security Initiative (UASI), Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP). The FY 2007 HSGP provides approximately $1.7 billion to States, Territories, and Urban Areas to enhance their ability to prevent, protect against, respond to, and recover from terrorism and other disasters and to enhance national preparedness. The specific amounts for each State, Territory, and Urban Area are included as Appendix A. The final FY 2007 HSGP allocations were determined based on the following methodologies: Program Allocation Methodology SHSP Funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments, with a minimum allocation according to USA PATRIOT Act formula LETPP Funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments, with a minimum allocation according to USA PATRIOT Act formula UASI All funding allocated based on analysis of relative risk and effectiveness of applicants’ proposed investments MMRS Funding distributed equally among 124 MMRS jurisdictions (allocation amounts announced on January 5, 2007 via HSGP Application Kit and Program Guidance) CCP Base allocation according to USA PATRIOT Act formula, with the remainder distributed on a population-share basis (allocation amounts announced on January 5, 2007 via HSGP Application Kit and Program Guidance) Final award documentation is in-process and will be distributed via email in August 2007. Award notifications will be sent before midnight on the award date to the point of contact and the authorized representative provided in the application in the Grants Management System via an email from no- reply@ojp.usdoj.gov. Both the period of performance for the grant and the allotted time in which grantees must submit their Initial Strategy Implementation Plan (ISIP) begin with the issuance of the final award, not the announcement of the final allocation amounts. Feedback on FY 2007 HSGP Award Information DHS has provided each State and Urban Area with the Effectiveness Summary relative to the FY 2007 HSGP award, which provides an overview of the effectiveness analysis based on the peer review process, including both the overall effectiveness score and individual Investment scores relative to national averages, as well as multi-applicant Investment bonus(es) and recommended funding levels, if applicable. In the coming weeks, DHS will also provide summary feedback from the peer review panels based on their review of submissions. This information will provide more detailed information on strengths and areas for improvement for both individual Investments and the overall submission. Initial Strategy Implementation Plan and the FY 2007 HSGP As in previous years, States are required to submit an ISIP within 60 days of the actual grant award. Select information from each Investment Justification is being transferred into the Grants Reporting Tool (GRT) to facilitate reporting on specific Investments during the grant period of performance. Pertinent information pulled from the application submissions includes the names of all proposed Investments and the requested amounts for these Investments. States will use the GRT to submit the following information for all programs included in the FY 2007 HSGP within 60 days of the final grant award: • Final funding amounts for each Investment that the State/Urban Area has elected to fund • Names of subgrantees who will receive funding under the FY 2007 HSGP • Amounts that subgrantees will receive under the FY 2007 HSGP Grantees will not be required to identify specific projects for each Investment as part of the ISIP. This information, along with linkages to the National Preparedness Goal, the Target Capabilities List, and the National Priorities, will instead be captured in the first Biannual Strategy Implementation Report for the FY 2007 HSGP, due to DHS in January 2008. The ISIP provides an opportunity for States and Urban Areas to decide which Investments are most critical to support in light of the final award amounts. States and Urban Areas are not required to fund all proposed Investments; however, multi-applicant Investments that received a bonus must be at least partially funded. Following the issuance of the final award, grantees may use planning and management and administration funds as part of their FY 2007 HSGP award to support completion of the ISIP requirement.
