Preparedness Directorate U.S. Department of Homeland Security Washington, DC 20531 Preparedness Directorate Information Bulletin No. 241 February 8, 2007 TO: All State Administrative Agency Heads All State Administrative Agency Points of Contact All State Homeland Security Directors All Urban Area Core City/Core County Points of Contact FROM: Jim Kish Director, Exercise and Evaluation Division Preparedness Directorate, Department of Homeland Security SUBJECT: Direct Support Exercise Program Applications On October 22, 2006, Information Bulletin #222 announced the reinstatement of Direct Support Exercise Program activities including support for State and local exercises, Training and Exercise Plan Workshops (T&EPWs), and the Homeland Security Exercise and Evaluation Program (HSEEP) Mobile Training Course. Support is currently available for the following activities: • One discussion-based exercise per State or Territory • One T&EPW per State or Territory • One Train-the-Trainer delivery of the HSEEP Mobile Training Course per State or Territory Support for operations-based exercises is currently unavailable; however, support may be available in the near future. In order for the Department of Homeland Security (DHS) to determine the necessary level of effort and align resources to support all requests, entities that desire direct support in FY 2007, including support for operations-based exercises, must submit applications no later than March 1, 2007. Information Bulletin #222 stated that all direct support applications should be submitted by January 31, 2007. DHS is extending this deadline to March 1 to allow entities to submit applications for consideration, including applications for operations-based exercises. Applications submitted for operations-based exercises will be kept on file; if and when support is made available, these applications will be reviewed immediately for approval. State Administrative Agencies (SAAs) are to determine their direct support priorities and submit one application for each type of exercise offered. States and Territories that have already been approved for direct support exercises should only submit for exercise types not previously approved. Metropolitan regions designated under the Urban Areas Security Initiative (UASI) should submit applications to their respective SAA. Applications submitted for a UASI count against a State’s allotment of direct support activities. Applying for Direct Support There are two distinct direct support applications—one for exercises and T&EPWs, and one for the HSEEP Mobile Training Course. To apply for direct support, please visit the HSEEP website at www.hseep.dhs.gov and complete the appropriate application. Please email the application to hseep@dhs.gov. The correct application must be submitted and received in order for DHS to approve the request.
