Gruber Acting Assistant Secretary SUBJECT: Department of Homeland Security (DHS) Fiscal Year (FY) 2007 IPP Guidance and Application Kits The Office of Grants and Training (G&T) is pleased to announce the availability of the following FY 2007 IPP Program Guidance and Application Kits: Transit Security Grant Program—Provides $171,780,000 to the Nation’s high-threat urban areas for enhancement of security measures at critical transit infrastructure including bus, rail, and ferry systems. Funding for Amtrak intercity rail operations in key, high-risk urban areas is included in this program. Port Security Grant Program—Makes available $201,170,000 to port areas to assist in enhancing risk management capabilities, enhanced domain awareness; capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs) and other non-conventional weapons; as well as training and exercises. Intercity Bus Security Grant Program—Furnishes $11,640,000 to owners and operators of fixed route intercity and charter bus services to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection. Trucking Security Program—Awards $11,640,000 to the American Trucking Associations for the Highway Watch® Program to enhance security and overall preparedness on our Nation’s highways. Buffer Zone Protection Program—Provides $48,500,000 to States to secure critical infrastructure including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities. Eligible applicants must apply through the online Grants.gov system at http://www.grants.gov. Completed applications for all IPP programs must be received by G&T, via Grants.gov, no later than March 6, 2007, 11:59 p.m., Eastern Standard Time. Applications received after the deadline or through any other source than Grants.gov will not be accepted. There will be no exceptions. To avoid unnecessary delay or technical difficulties, applicants should submit their applications well before the March 6th deadline.
