FOR EACH PROJECT PROPOSED:
? A full description of the proposed alternative housing plan and any environmental effects of the proposed project and alternatives
? Proposal shows effective alternatives to existing disaster housing models that have relied on travel trailers and manufactured homes.
? Proposal describes housing approaches which can be implemented in a rapid manner
? Proposal takes into consideration access to transportation and other needed civic amenities
? Proposed alternative housing solutions comply with historic preservation requirements
? A clear description of expected costs and implementation mechanisms associated with each proposed solutions
? Proposed alternative housing solutions comply with state and local ordinances as well as 44 CFR part 9, Floodplain Management and Protection of Wetlands, and 44 CFR part 10, Environmental Considerations and all other applicable environmental laws and executive orders.
? Proposal addresses the needs of a variety of populations such as people with disabilities and elderly, as well as renters, homeowners, single-family dwelling occupants and multi-family dwelling occupants into consideration
? Proposed alternative housing solution complies with model building codes or locally adopted versions of such codes, including wind and flood hazards or as applicable with the HUD code for manufactured housing and applicable installation standards.
? Proposal does not require any FEMA support for implementation 
? Proposal addresses the disposition of all housing units
