1. What is the purpose of the FY 2011 EOC Grant Program? 


 
The purpose of the FY 2011 EOC Grant Program is to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. 
 
2. How much funding was available under the FY 2011 EOC Grant Program?      


 
The total amount of funds distributed under the FY 2011 EOC Grant Program was $14,601,740 which includes  an additional $500,000 was included due to the recovery of previous years’ funding. 
 
3. Who was eligible to apply for FY 2011 EOC Grant Program funds? 


 
The State Administrative Agency (SAA) was the only entity eligible to apply for FY 2011 EOC Grant Program funds on behalf of qualified state, local and tribal EOCs.   
 
4. How were the FY 2011 EOC Grant Program funds determined? 


 
The allocation methodology for the FY 2011 EOC Grant Program recognized that each state, local, and tribal jurisdiction has unique emergency management needs.  Through a two-phase state and national review, FY 2011 EOC Grant Program awards were determined based on how well each applicant addressed the following criteria: state-identified priorities, quality of justification, and pre-existing planning. Consideration was given to projects that had not received funding through the EOC Grant Program in the past.    
 
5. What legislation authorized funding for the FY 2011 EOC Grant Program? 


 
The Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10) provided funding for this program.
