U.S. DEPARTMENT OF HOMELAND SECURITY FY 2010 Preparedness Grant Programs Overview Transit Security Grant Program (TSGP) Freight Rail Security Grant Program (FRSGP) Intercity Passenger Rail – Amtrak (IPR) Port Security Grant Program (PSGP) Intercity Bus Security Grant Program (IBSGP) Interoperable Emergency Communications Grant Program (IECGP) Emergency Operations Center (EOC) Grant Program Driver’s License Security Grant Program (DLSGP) Buffer Zone Protection Program (BZPP) May 13, 2010 Grant Programs Directorate Preparedness Grant Programs Overview One of the core missions of the Department of Homeland Security (DHS) is to enhance the ability of state, territory, local and tribal governments as well as transportation authorities and the private sector to prevent, protect against, respond to, and recover from terrorist attacks and other disasters. DHS’ comprehensive suite of homeland security preparedness grant programs are an important part of the Administration’s larger, coordinated effort to strengthen homeland security preparedness. These programs implement objectives addressed in a series of post-9/11 laws, strategy documents, plans, and Homeland Security Presidential Directives (HSPDs). Together, DHS grant programs fund a wide range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and grant management and administration costs. These programs support objectives outlined in the National Preparedness Guidelines (NPG) and related national preparedness doctrine such as the National Incident Management System (NIMS), the National Response Framework (NRF) and the National Infrastructure Protection Plan (NIPP). Additionally, transportation infrastructure security grant programs support objectives outlined in sector-specific plans and Executive Order 13416, Strengthening Surface Transportation Security. Applications for these programs were due in mid February. Below is a summary of the nine DHS grant program final allocations that are being announced on May 13, 2010. The following pages outline greater details and background information for these programs. Eligible Applicants: Eligible public transit agency applicants under FY 2010 TSGP were determined by the Urban Areas Security Initiative (UASI) list and the National Transit Database based on unlinked passenger trips. TSGP Tier I was comprised of the transit agencies in the highest risk urban areas and will continue to utilize the cooperative agreement process. TSGP Tier II consisted of all other eligible transit agencies. Certain ferry systems were eligible to participate in the FY 2010 TSGP and receive funds under the TSGP Tier I cooperative agreement process. However, any ferry system electing to participate and receive funds under the FY 2010 TSGP was not eligible to participate in the FY 2010 Port Security Grant Program (PSGP). Program Awards: TSGP Tier I awards were subject to a non-competitive review process. TSGP Tier II awards were determined by a fully competitive review process. TSGP Tier I allocations were subject to change based on the result of the TSGP Tier II competitive review process. Freight Rail Security Grant Program (FRSGP) Total Funding Allocated in FY 2010: $14,562,403 Purpose: The FY 2010 FRSGP provides funding to freight railroad carriers and owners and offerors of railroad cars to protect critical surface transportation infrastructure from acts of terrorism. Eligible Applicants: Eligible applicants under the FY 2010 FRSGP were determined by DHS as Class I, II, and III freight railroad carriers that transport Rail Security- Sensitive Materials (RSSM) and owners and offerors of railroad cars that transport toxic inhalation hazardous (TIH) materials. For purposes of this grant program, “offerors” were entities that lease rail cars in order to ship materials poisonous by inhalation/TIH materials by railroad. Program Awards: Applicants were selected through a competitive process based on their ability to deliver protection to underground rail and other high-risk assets, provide counter-terrorism training, or develop security plans and vulnerability assessments. 3 Intercity Passenger Rail – Amtrak (IPR) Total Funding Allocated in FY 2010: $20,000,000 Purpose: The FY 2010 IPR Program provides funding to the National Passenger Rail Corporation (Amtrak) create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism within the Amtrak rail system. Eligible Applicants: Amtrak was the only entity eligible to apply for funding under FY 2010 IPR. Port Security Grant Program (PSGP) Total Funding Allocated in FY 2010: $288,000,000 Purpose: The FY 2010 PSGP provides funding to port areas for enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. Eligible Applicants: Seven port areas were selected as Group I (highest risk) and forty-eight port areas were selected as Group II. For Group I and II port areas the FY 2010 PSGP only accepted applications from the designated Fiduciary Agents (FA). All individual entities (including ferry systems) within one of these port areas applied for PSGP funds through their port area’s designated FA. Ports not identified in Group I or II were eligible to apply as a Group III or “All Other Port Areas” applicant. There was no designated Ferry allocation. Ferry Systems in Group I and II could apply through the designated FA. All other Ferry Systems applied within Group III or “All Other Port Areas”. The following entities were specifically encouraged to apply: • Owners or operators of federally regulated terminals, facilities, U.S. inspected passenger vessels or ferries as defined in the Maritime Transportation Security Act (MTSA) and Title 33 of the Code of Federal Regulations (CFR) Parts 101, 104, 105, and 106 • Port authorities or other State and local agencies that are required to provide security services to eligible Ferry System applicants (MTSA regulated facilities) pursuant to an Area Maritime Security Plan (AMSP), a Facility Security Plan (FSP), or Vessel Security Plan (VSP) • Consortia composed of local river organizations, ports and terminal associations, and other local stakeholder groups representing federally regulated ports, terminals, U.S. inspected passenger vessels or ferries that are required to provide security services to federally regulated facilities or federally regulated 4 vessels in accordance with an AMSP, a FSP or VSP; and recognized as Area Maritime Security Committee (AMSC) members by the Captain of the Port (COTP) • Group I and II Fiduciary Agents (FA) Program Awards: Each Group I and Group II port area was designated a specific amount of funding based upon the FY 2010 risk analysis. Group I and Group II allocations were subjected to change based on the result of the Group III and “All Other Port Areas” competitive review process. Group III and “All Other Port Areas” competed for the funding identified in their corresponding group. Those port areas newly identified as Group I or II had the option of selecting a FA and beginning the FA process, or opting out of the FA process. If opting out of the FA process, individual eligible entities applied directly to FEMA for funding within the Group in which they originally resided. Intercity Bus Security Grant Program (IBSGP) Total Funding Allocated in FY 2010: $11,520,000 Purpose: The FY 2010 IBSGP provides funding to assist operators of fixed-route intercity and charter bus services in obtaining the resources required to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection. Eligible Applicants: Eligible applicants under the FY 2010 IBSGP were owners and operators of fixed-route intercity and charter buses that serve Urban Areas Security Initiative (UASI) jurisdictions. Charter companies were required to make a minimum of 50 trips annually to one or more UASI jurisdictions to be eligible. Tier I consisted of companies with 250 or more over-the-road buses in operation that provide the highest volume of services to high-risk urban areas. Tier II consisted of all other applicants that met the minimum eligibility requirements. Program Awards: Bus companies competed for funds within their designated Tiers. Recipients were selected through a competitive process based on the ratings of the Federal Interagency Working Group. Interoperable Emergency Communications Grant Program (IECGP) Total Funding Allocated in FY 2010: $48,000,000 Purpose: The FY 2010 IECGP provides funding to state, territory, local, and tribal governments to carry out initiatives to improve interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters. The program provides the flexibility to purchase interoperable communications equipment if the State Administrative Agency (SAA) and the Statewide Interoperable Coordinator (SWIC)/Statewide Interoperable 5 Communications Plan (SCIP) point of contact certified that the state or territory has fulfilled such governance, planning, training, and exercise objectives. Eligible Applicants: Eligible applicants to apply for and administer funds under the FY 2010 IECGP were SAAs. SAAs will be responsible for obligating funds to the appropriate local units of government or other designated recipients. Program Awards: IECGP funds were allocated based on risk. Each state received a minimum allocation under IECGP using the thresholds established in the 9/11 Act. All 50 states, the District of Columbia, and Puerto Rico received a minimum of 0.45 percent of the total funds allocated, per the 9/11 Act. Four territories (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam and the U.S. Virgin Islands) received a minimum allocation of 0.08 percent of the total funds allocated. Emergency Operations Center (EOC) Grant Program Total Funding Allocated in FY 2010: $57,600,000 Purpose: The FY 2010 EOC Grant Program provides funding to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure and interoperable Emergency Operations Centers (EOCs) with a focus on addressing identified deficiencies and needs. This program also provides funding for construction or renovation of a state, local or tribal governments’ EOC. Fully capable emergency operations facilities at the state, local and tribal levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters caused by any hazard. Eligible Applicants: Eligible applicants to apply for and administer funds under the FY 2010 EOC Grant Program were SAAs. The SAA was the only eligible entity to apply for funds on behalf of eligible state, local, and tribal EOCs. Program Awards: The total amount of funding allocated for the FY 2010 EOC Grant Program under the Department of Homeland Security Appropriations Act, 2010 (Public Law 111-83) is $57,600,000. Of that amount, $47,442,500 was designated by legislation for specific state and local EOC projects throughout the nation. The remaining $10,157,500 was allocated competitively to eligible state, local or tribal government’s principal EOCs. Driver’s License Security Grant Program (DLSGP) Total Funding Allocated in FY 2010: $48,000,000 Purpose: The FY 2010 DLSGP provides funding to prevent terrorism, reduce fraud and improve the reliability and accuracy of personal identification documents that states and territories issue. DLSGP is intended to address a key recommendation of the 9/11 6 Commission to improve the integrity and security of state-issued driver’s licenses (DL) and identification cards (ID). Eligible Applicants: Eligible applicants under the FY 2010 DLSGP were state driver’s license agencies (DLA), also known as State Departments of Motor Vehicles (DMV) or Motor Vehicle Administrations (MVA). Other eligible applicants included State Public Safety Agencies or Departments with overall responsibility for drivers’ license issuance in the State. These agencies could have applied on behalf of the state DMV/MVA. Program Awards: All states and territories that applied for FY 2010 DLSGP receive a base amount, with the balance of grant funds distributed based on the total number of drivers licenses and identification cards (DL/IDs) issued in each state. Final determinations for awards were based upon applications received as well as the results of a FEMA Grant Programs Directorate and DHS Office of Policy review. Buffer Zone Protection Program (BZPP) Total Funding Allocated in FY 2010: $48,000,000 Purpose: The FY 2010 BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets, including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums and other high-risk/high-consequence facilities. Eligible Applicants: Eligible applicants to apply for and administer funds under the FY 2010 BZPP were SAAs. SAAs will be responsible for obligating funds to the appropriate local units of government or other designated recipients. The SAA must coordinate all BZPP activities with their respective State Homeland Security Advisor (HSA). Program Awards: BZPP sites were selected based on the risk of the individual sites.
