DHS/FEMA seal October 22, 2009 NA: 08-09 National Integration Center NIMS Alert 202-646-3850 All-Hazard Position-specific Train-the-Trainer Announcement and the Five-Year NIMS Training Plan The purpose of this NIMS Alert is to reinforce the authority of the Five-Year NIMS Training Plan and to clarify its role as it relates to a recent National Incident Management System (NIMS) Incident Command System (ICS) All-Hazard Position-Specific Train-the-Trainer Training Announcement released in June 2009. The Five-Year NIMS Training Plan, issued in February 2008, is critical to the promotion of a nationwide NIMS training program; it will facilitate an increase in the number of adequately- trained and qualified emergency management/response personnel. Closely related to the training, core competencies will form the basis of the training courses’ learning objectives and personnel qualifications that validate proficiency. The National Integration Center’s Incident Management Systems Integration (IMSI) Division develops NIMS core competencies, training courses, and personnel qualifications. Additionally, the Five-Year NIMS Training Plan assembles and updates the training guidance for available NIMS courses (organized as a core curriculum). The intent of All-Hazard Position-Specific Train-the-Trainer Training program is to develop a cadre of qualified trainers that can cultivate a competent pool of personnel to fill the eight Command and General Staff positions and select unit leader positions. The competencies in this train-the-trainer program (and future position-specific) training focus on the ability of the student to assume the position responsibilities, lead assigned personnel, communicate effectively, and to ensure the completion of assigned tasks to meet identified objectives for the position. The recent NIMS ICS All-Hazard Position-Specific Train-the-Trainer Training Announcement does not supersede the Five-Year NIMS Training Plan. As the sponsor for this training, the National Integration Center fully expects that nominations for train-the-trainer students will rely on all current guidance, to include the “Instructor standards” identified in Appendix C of the Five-Year NIMS Training Plan, during the selection process of the instructor candidates.
