State-led Housing Task Forces Key Activities July 10, 2008 Mission: Perform a lead role, supported by FEMA, addressing all disaster related housing needs. Integrate into the daily Recovery operations to drive Disaster Housing strategy development and implementation. Activities: . Assemble appropriate state agencies. Ensure complete participation of any State agency or other organization with a potential role in providing housing. . Engage with local jurisdictions. Identify jurisdictions with significant housing needs and acquaint community leaders with Housing programs and processes. . Validate housing requirements. Collect and analyze information from and develop the scope and parameters of the housing mission. . Analyze shortfalls and develop contingencies. Develop the Disaster Housing Strategy. . Coordinate inter-agency assistance, including voluntary agencies. Be the focal point for “packaging” assistance from the various Federal, State, local, and voluntary relief agencies. . Determine need for Direct Housing mission and formulate request. Work in conjunction with FEMA in implementing the sequential measures of the 2008 Housing Plan. . Establish state-acceptable formaldehyde levels. . Identify forward staging areas. Research and evaluate potential sites and acquire as needed. . Resolve transportation waiver issues. Facilitate “Governor-to-Governor” request if necessary. . Identify housing needs hotspots. Continuously monitor effectiveness of sequential Housing programs in meeting the needs. . Prioritize populations for occupancy. Identify the most-needy displaced households. . Moderate and manage expectations. Ensure that both community officials and the general public understand capabilities and timelines.
