August 24, 2009 MEMORANDUM FOR: W. Craig Fugate Administrator FROM: Dr. G. Kemble Bennett Chairman, National Advisory Council SUBJECT: Formation of the NAC Target Capabilities List Subcommittee The Federal Emergency Management Agency (FEMA) has convened Technical Working Groups comprised of individuals from all Regions to develop the first set of draft revised Target Capabilities. At the April 2009 meeting of the National Advisory Council (NAC), FEMA presented these drafts to the NAC for their consideration. At that time, the NAC formed the Target Capabilities List Working Group to review and provide FEMA with feedback on the draft revisions. Over the last three months the TCL Working Group has reviewed the TCL User Guide and the following Target Capabilities: Incident Command Capability; Multi-Agency Coordination Capability; WMD-HazMat Capability; and Mass Transit Capability. For each document, the Working Group members submitted comments and a teleconference was held to discuss all comments and make adjudication decisions with the technical assistance of FEMA staff. At the July 2009 NAC meeting, following discussion of the critical and ongoing input being provided by the TCL Working Group, the full Council voted unanimously to take the following internal Council actions: * The Working Group was changed to a Subcommittee and will continue its review of new Target Capabilities that are provided to the NAC utilizing the process developed for reviewing the first four Target Capabilities. * The Subcommittee membership will be expanded, as needed, depending on the Target Capability under review. * NAC members will identify individuals with the appropriate subject matter expertise and objectivity to assist the Subcommittee in reviewing upcoming Target Capabilities. www.fema.gov/about/nac National Advisory Council Page | 2
