Summary: As a result of heavy rainfall during the January 2005 Winter Storms, slope failure and road damage occurred at mile marker (MM) 10.00 on Glendora Mountain Road. FEMA approved Project Worksheet (PW) 3095 for $780,511 to fund the construction of a 204-foot long soldier pile wall with timber lagging to stabilize the site.
The Applicant appealed the scope of work in a letter dated March 17, 2006. The geotechnical report recommended a 204-foot long soldier pile wall with concrete lagging to stabilize the roadway. The Applicant used cast-in-place concrete as part of the soldier wall which was consistent with the design plans developed by the County of Los Angeles Department of Public Works. In a letter dated May 2, 2006, the Acting Regional Director denied the first appeal because the Applicant provided insufficient documentation demonstrating that a change in the scope of work was necessary.
The Applicant submitted its second appeal in a letter dated September 26, 2006, requesting that FEMA change the scope of work to reflect the method of repair and adjust associated costs to a total project cost of $1,615,250.
