This page provides information on the Texas Alternative Housing Pilot Program which was a grant program that explored alternative methods to address disaster related housing needs. The Texas program featured prefabricated panelized homes constructed quickly for emergency housing which can also be converted to permanent housing.  This unit is expandable and its flexibility allows for accommodation of various community needs. The units can be demobilized and stored in a container for future use and can be reconstructed as needed.

Texas is one of the four states that received an award through the Alternative Housing Pilot Program.  The Alternative Housing Pilot Program (AHPP) is a one-time, four-year pilot to identify and evaluate better ways to house disaster survivors. It resulted from a $400 million Congressional appropriation in 2006 and is identified as a key program in FEMA's National Disaster Housing Strategy. Designed as a grant program to address housing needs, five of the 29 AHPP projects submitted were awarded to four states.

Texas' Alternative Housing Pilot Program (AHHP) features prefabricated panelized homes constructed quickly for emergency housing which can also be converted to permanent housing.  This unit is expandable and its flexibility allows for accommodation of various community needs. The units can be demobilized and stored in a container for future use and can be reconstructed as needed.

The units will be placed on individual sites in east Texas and in a development in Harris County.  These units will house displaced residents currently living in FEMA travel trailers and mobile homes.
