Thumbnail picture of and link to LTCR ToolBox for statesIn support of the "whole community" approach to emergency management, FEMA Region VII Long-Term Community Recovery (LTCR) has developed four Tools to help communities navigate more effectively through the complex recovery process after a disaster. The Tools are used throughout the recovery process to provide focus and promote collaboration within the affected community.

The LTCR ToolBox provides step-by-step instructions to address typical recovery needs: decision making, project development, communication and resource identification. ToolBox Elements

Communication Mapping Tool

The Communication Mapping Tool builds a framework for effective communication. This tool assists a core stakeholder group in identifying partners and resources, recoginzing effective pathways and selecting optimal methods to enhance communicaiton.

Decision-Making Tool

The Decision-Making Tool provides a concise way to identify and evaluate potential projects for recovery. The tool helps communities articulate, record and evaluate recovery ideas and build agreement on priorities. A successful project assists in achieving community vision and goals created in response to the disaster.

Project Development Guide

The Project Development Guide assists communities with organizing project-related information. Communities use the tool after identifying initial concepts for projects. Using the tool helps define project details, set priorities for community recovery and supports applications for funding and technical assistance.

Resource Guide

The Resource Guide provides information about available technical and financial assistance from federal and state agencies and non-profit organizations. After communities develop project descriptions, they use the Resource guide to research prospective resource--both technical assistance and funding opportunities. Information is available via a printed and electronic directory.

A state-specific Resource Guide has been created for each state in Region VII: Iowa, Kansas, Missouri and Nebraska.
