This page contains information about the System for Awards Management (SAM) account registration. registration is required for all AFG program applicants. The intended audiences are AFG stakeholders, which include but are not limited to award recipients and the communities they serve.

System for Award Management (SAM) Account Registration for Assistance to Firefighters Grant Applicants registration is required of all AFG Program applicants and awardees. AFG, Fire Prevention and Safety (FP&S), and Staffing for Adequate Fire and Emergency Response (SAFER) awardees that have not completed the SAM registration process will not be able to draw grant funds.

SAM registration is FREE of charge; Follow the FAQs and User Guides on the website for specific instructions.

New Awardees must register in SAM to receive any Federal grant award. If your organization applied for a grant but has not yet registered in SAM, please go to and follow the FAQs and User Guides for help completing the registration process. AFG, Fire Prevention and Safety (FP&S), and Staffing for Adequate Fire and Emergency Response (SAFER) awardees that have not completed the SAM registration process will not be able to draw grant funds.

If You Registered Previously in the CCR, you still have to create a new Individual User Account in SAM prior to receiving a future federal grant. You should open an Individual Account as soon as possible and then migrate your legacy (CCR) account.   (See the Quick Start Guide for Updating/Renewing Registrations That Were in CCR and Are Now in SAM.)

Your DUNS Information Must Be Correct: When you create a new SAM account you must use the same e-mail address and DUNS (Data Universal Numbering System) number that you entered when you registered previously in the CCR. It is critical that you enter the correct DUNS number in your account. If the DUNS number does not match the number and mailing address on record for the grantee on the Dun and Bradstreet website, you will not be able to complete your registration. If your organization has a single DUNS number that is being used by several local “departments,” such as Police, Fire, Parks and Recreation, etc., all the federal grant  data, including your AFG award data, will go into that one main account.  If you prefer that the grant funding data go into a separate account for your fire department, you will need to use your own DUNS number. Is Your SAM Profile Marked PRIVATE? If so, we will not be able to verify your ACTIVE SAM registration. We recommend that you mark your profile PUBLIC. However, if you choose not to mark it PUBLIC, a Grants Management Specialist will contact you to request a copy of your ACTIVE SAM registration. Note that the SAM User Guide states, “…your banking information is treated as sensitive data and will not be displayed to the public regardless of your selection.”

My registration has been delayed, may I still submit our organizations AFG application?
Yes. registration is required in order to receive a grant award from FEMA, but is not required at the time of application.

If You Have Technical Problems, Try Changing Your Web Browser and Browser Settings. Your success in navigating through SAM may vary depending on the browser and platform used, e.g., Internet Explorer vs. Firefox, computer vs. tablet, etc. The website says that any of the following web browsers will offer the most effective use of SAM (see Browser Settings for Optimal Use of the System for Award Management):

  • Enable TLS encryption
  • Enable JavaScript
  • Enable Cookies
  • Disable Pop-up Blockers
  • Clear Cache

How Can I Make Sure My CCR Account Has Migrated Correctly?

As with any other change in online federal systems, it is essential that the information supplied by the user be accurate and consistent. SAM migration is dependent upon the user maintaining the same e-mail address and remembering their login information for each current system, a daunting task for most individuals. If there are any errors or incorrect data entered into the legacy systems, those errors will at best be migrated into SAM and at worst may complicate the migration process.  Even if your information migrated over to SAM successfully, you must create a new Individual Account in SAM to access or check that information. Make sure you enter the correct DUNS number into SAM. Review your registration for errors and outdated points of contact (POCs).
