In Fiscal Year 2009, the Federal Emergency Management Agency (FEMA) awarded more than $3 billion in grants to States, Urban Areas, and transportation authorities under 14 programs to bolster national preparedness capabilities and protect critical infrastructure. This includes the Department of Homeland Security’s (DHS) two largest grant programs: the Homeland Security Grant Program, which totals more than $1.7 billion, and multiple infrastructure protection programs including freight, rail, and other transit security, totaling more than $845 million.
A large complement of FEMA grant funds are directed to eligible State, local, tribal, and territorial governments; a smaller complement is awarded directly to national associations, higher education institutions, nonprofit organizations, and private sector businesses. Overall, the funds ultimately serve as a catalyst for innovation, stimulate economic activity, provide workforce development, and provide a benefit for private industry.
Each Federal award generates multiple sub-awards and contracts. The sub-awards may also generate multiple contracts and agreements that serve to fulfill the intended outcomes of the granted funds. In order to carry out the objectives of their award, the states themselves, as grantees, or the localities, as grantees of the states, will issue procurement requisitions that provide the opportunities for private sector businesses and organizations.
