HAZUS-MH MR3 Patch 3
With this patch release, HAZUS-MH MR3 will become certified to operate on Windows XP SP3 and either ArcGIS 9.2 SP5 or ArcGIS 9.3 SP1. Patch 3 includes 20 enhancements in the flood model. Among the most significant of these are the integration of updated regression equations for all 50 states and optimization of annualized loss calculations.
NOTE: 1) Users need Patch 2 already installed, and 2) users should not uninstall Patch 2 (if already on their computer) before installing Patch 3.

HAZUS-MH MR3 Patch 2
The HAZUS-MH MR3 Patch 2 makes significant adjustments and incorporates improvements in the Flood, Earthquake and Hurricane models, and the HAZUS-MH Shell. Note: operation of Patch 2 requires installation of Service Pack 5 (ArcGIS 9.2 should already have been installed as part of the HAZUS-MH MR3 installation).
Highlights include:
Flood Model, MR3 Patch 2:

Permits MR2 study regions to be imported and run in MR3.

Automatically repairs a study region’s census tracts and blocks if self-intersecting polygons exist.

Permits the updating of point data in the inventory.
-
Permits full use of the ArcGIS Editor toolbar.
-
Provides the ability to accept DEMs of varying projections.
-
Updates the Flood Information Tool’s (FIT) method of comparing spatial reference projections.
-
Permits modification of the stream network resolution for a scenario.
-
Eliminates involuntary exiting from the Flood Model and other errors when selecting from the Shore Limits dialogue boxes.

Fixes sixty-three bugs in all (See Detailed Release Notes for the Flood Model ).

Hurricane Model, MR3 Patch 2:

Corrects the processing of HURREVAC Forecast/Advisory data for small diameter storms (as measured by radius to maximum winds).

Corrects HURREVAC Forecast/Advisory data to ensure that wind speeds over land are less than wind speeds over water.

Updates the HURREVAC Forecast/Advisory data to provide a complete track for Hurricane Ivan (2004).

Corrects the historic scenario interface window to read "1900-2005" instead of "1900-2001."

Corrects the list of states shown in the user interface as having been impacted by events in the historic storm database.

Modifies the essential facilities inventory display to permit selection of a specific building type and a wind building characteristics mapping scheme from drop-down menus.

Eliminates the ArcToolBox menu that appeared upon opening the Hurricane Model.
Earthquake Model, MR3 Patch 2:

Updates the NEIC (National Earthquake Information Center) database with 2007 data.

Corrects the browser for user-defined damage functions so that LS (Special Low-Code) values are not displayed in place of the LC (Low-Code) values.

Corrects an error produced when damage lies outside the area defined by the ground motion data.

Eliminates the ArcToolBox menu that appeared upon opening the Earthquake Model.
Note: The Earthquake Model might be overestimating liquefaction related losses, especially for moderate-sized (Mwe 6.0 and smaller) earthquake scenarios. A fix is planned for Patch 3, which is expected to be released in Fall 2008. Please contact Tech Support with any questions.
HAZUS Shell, MR3 Patch 2:

Incorporates Patch 1 as part of Patch 2. If Patch 1 is not installed, a script will run to install all of Patch 1 and Patch 2 fixes. If Patch 1 has already been installed, only the Patch 2 fixes will be installed and Patch 1 will not be overwritten.

Allows Patch 2 to be installed in single model HAZUS installations.

Facilitates the importing of MR2 study regions in MR3 without SQL Server 2005 issues.

HAZUS-MH MR3 Patch 1
The HAZUS-MH MR3 Patch 1 makes adjustments and incorporates improvements in the Flood and Earthquake models as outlined below. The setup link will guide the user through the process.
Flood Model
-
A message has been added to alert the user when memory becomes too low during hydraulic analysis. The user then should close HAZUS using the Task Manager and restart HAZUS. The user then can continue the hydraulic analysis from the point at which memory became too low by selecting the scenario and restarting hydraulics (Delineate Floodplain).

For a riverine/coastal flood hazard type, riverine and coastal hydraulic analyses can be run with non-matching return periods. For example, a 100-year return period for the riverine analysis and a 200-year return period for the coastal analysis.

Coastal analysis is fully operable with the QuickLook feature.

Coastal analysis results are available for building economic loss in terms of both full replacement values and depreciated values.
-
Error messages encountered when running the analysis for user-defined facilities have been eliminated by eliminating zero values for the number of stories.

Field names for vehicle dollar exposure have been updated.
-
The map layer for thematic mapping now shows the same values as the attribute table.

The HAZUS-MH MR3 Flood Model menu now appears for study regions imported from HAZUS-MH MR2.
Earthquake Model

Landslide probabilities and peak ground deformations are now generated for site-specific facilities.

The number of households without potable water and electricity reported in the Summary Reports will no longer exceed the total number of households in the study region.

The method used to calculate the number of displaced persons in the HAZUS Shelter Module and information in the Technical Manual are now coordinated. Numbers of households now are used instead of incorrect population numbers in Shelter Module calculations.

The map selection window in the Region Selection Wizard is now consistently visible.

HAZUS-MH MR2 Patch 2
The HAZUS-MH MR2 Patch 2 resolves an extensive list of Flood Model bugs that have been identified by HAZUS users and the model developers. The improvements affect inventory, hazard characterization, hydrology and hydraulics, coastal analysis, the analysis used for generating results, results documentation, thematic mapping and the Flood Information Tool (FIT). Please follow instructions detailed in the readme.txt file.

HAZUS-MH MR2 Patch 1
HAZUS-MH MR2 Patch 1 provides helpful corrections to HAZUS and the Flood and Earthquake Models in response to user input. For the Flood Model, Patch 1 will improve the reliability of the hydrology and hydraulics functions in the riverine analysis by reducing the number of "problem reaches", correcting errors in discharge determinations, and resolving some cases of hanging within the underlying ArcGIS software. For the Earthquake Model, Patch 1 provides for the consistent importing of study regions from MR1 into MR2, and facilitates the creation of new building types based on existing masonry building types.
In addition, Patch 1 ensures that the Site Specific import dialog will transition correctly to the screen for selecting the Source Data Set for the flood, earthquake, and hurricane hazards and enables Site Specific inventory deletion for study regions imported from MR1 and MR2.

HAZUS-MH MR1 requires ESRI ArcGIS 9.0 SP1 to run
Prior to February 28, 2005, copies of HAZUS-MH MR1 shipped to requestors from the FEMA Distribution Center included an Evaluation Edition of ArcGIS 9.0 and a CD containing the ESRI Service Pack 1. ESRI recently determined that these Evaluation Editions would not function with the Service Pack 1.
To resolve this problem, ESRI has provided a new Evaluation Edition of ArcGIS 9.0 that allows the installation of the SP1 CD needed to run HAZUS-MH MR1. Users can request the new Evaluation Edition and the SP1 CD by selecting this option on the HAZUS-MH MR1 order form and submitting the order to the FEMA Distribution Center.
Beginning February 28, 2005, the FEMA Distribution Center will no longer automatically include the Evaluation Edition of ArcGIS 9.0 and SP1 CD with each order filled. Instead, requestors who wish to evaluate the ArcGIS software needed to run HAZUS-MH MR1 should specifically request the new Evaluation Edition of ArcGIS 9.0 and SP1 CD by selecting that option on the HAZUS-MH MR1 order form.
