The State of California has required a Safety Element as an integral component in City and County General/Comprehensive Plans since 1975. Pasadena, California, has recently introduced HAZUS in the Safety Element of their General Plan to support policy recommendations.
Pasadena has been specifically concerned with hazards such as earthquakes, landslides and mudflows; dam or reservoir failure; wild land and structural fire; and contamination of soil and groundwater resources. Mapping of vulnerable areas is a large part of the mitigation effort. Fault zones that crossed the city, areas of potential landslides and unstable slopes, and areas susceptible to fire and flooding hazards were identified. Based on these findings, the city has adopted a policy that will require all hazardous structures to be identified. The city will also prepare a plan for the structural retrofit of these buildings.
