This may occur when the Internet Explorer settings are set to open downloads automatically. To correct it, open My Computer or Windows Explorer. In the Tools menu, click Folder Options.

In the File Types tab, select the ZIP extension (WinZip File file type) in the Registered File Types box and click on the Advanced button.
Make sure Confirm open after download is checked, as seen in the following screen shot.
Click OK and restart the DEM download process.
