Yes, but you still must set the magnitude to 5. Keep in mind that HAZUS results are most reliable for earthquakes with moment magnitudes in the 6 to 7 range. Note that HAZUS tends to overestimate losses for small earthquakes. Further, an earthquake with a magnitude of less than 5 would barely cause any meaningful damage.
