Chapter 5 in the HAZUS Technical Manual describes and defines these terms for each of the building types. From a practical standpoint, a building in slight damage state can be considered to be a "green-tagged" building. Similarly, a building in moderate damage state can be considered to be a "yellow-tagged" building and a building in extensive or complete damage state can be considered to be a "red-tagged" building. This information should be especially useful in determining the number of building inspectors required and the number of people requiring shelter.
