Operating Guidance Documents

Flood Hazard Mapping News e-mail updates

The Federal Emergency Management Agency (FEMA) issues operating guidance to assist FEMA Regions, Cooperating Technical Partners and FEMA contractors in the effective implementation of various program elements associated with flood hazard mapping (and related National Flood Insurance Program products) and flood risk assessment. Operating guidance documents provide best practices for FEMA’s Risk MAP program. These guidance documents are intended to support current FEMA Guidelines and Standards, including procedure memorandums, and facilitate effective and efficient implementation of these standards. Although the use of best practices in operating guidance documents is recommended, they are not mandatory, except those program standards that are defined elsewhere and reiterated in the operating guidance documents. Alternate approaches that comply with program standards that effectively and efficiently support program objectives are also acceptable.

The operating guidance documents that FEMA has issued since 2011 are listed below. Links are provided for ready access by interested parties. The status of each Operating Guidance - whether it is archived or effective - also is provided below. Operating Guidance documents are archived when they no longer are applicable.
