M.3 Base Map Submittal Standards

Summary of questions/comments received for the Base Map section on DHS Interactive and responses provided through October 3, 2008.

Data Files Recommend noting that other base map files (e.g., PLSS, benchmarks, political boundaries, surface water features, etc.) can/should be included as well. Benchmarks are listed in M.1.3 but not in M.3, others are not listed at all. Agreed. These were included in the revised document.
Data Files Othophotos should only be required if the DFIRM product is going to be ortho based. Agreed. That change will be added in the next revision.
Certification of Work Would GISP certification be acceptable for base map data?

It does not seem appropriate for an engineer or surveyor to seal this certification since most of the base map data is acquired from base available sources and the quality of the data is not controlled by the contractor.
The requirement for an engineer or surveyor to sign the certification form has been revised. It is clarified in the document that the certification form for products must be signed by an appropriate representative of the firm or agency, who is a registered or certified professional, contracted to perform the work in compliance with Federal and State regulations.
Deliverables GeoTIFF is listed as a deliverable format for orthophotos, but not TIF with accompanying world file. Are both acceptable? FEMA agrees to include both formats. The goal of the revised DCS is to support formats that are widely used. TIF with a world file is generally pretty easy for most users, including FEMA, to use.
Metadata Recommend noting that metadata provided by the data providers (e.g., the metadata from the agency that provided the orthophotos or other data) should be included in the data documentation. This would be in addition to the FEMA Base Map Metadata Profile. Agreed. This is a good idea. It is possible to reference the data providers original metadata record in the Lineage section of the FEMA/FGDC metadata profile. If there is a Web-accessible metadata record for the original data set, the URL to the metadata may be provided in the optional Source Citation - Online Linkage element. Otherwise, the Source Contribution [free text] element may include information on how to access the data sets original metadata record. We will add this to the document in the next update.
