FEMA's Multi-Hazard Identification and Risk Assessment (MHIRA)

During the 1990s, the Federal Emergency Management Agency (FEMA) developed a national approach to mitigating human and economic loss caused by disasters. As one part of the effort, FEMA initiated a research project to clarify and document previous efforts to identify natural and technological hazards, and to assess associated risks. The Multi-Hazard Identification and Risk Assessment (MHIRA) report was prepared as a reference document to summarize the findings of that research project.
