This document provides guidance for Project Scoping. The Project Scoping phase of a Flood Map Project begins after community mapping needs have been prioritized and FEMA has decided to initiate a Flood Map Project. The foundation for Project Scoping is the assessment of community mapping needs completed during the Mapping Needs Assessment phase of a project. During the Project Scoping phase, all aspects of the project are considered and planned for, and a tailored scope of work for FEMA, mapping partner, and contractor staff involved in the project is developed. Project Scoping ends when activities for Map Production (including engineering analysis, floodplain mapping, map production, post-Preliminary processing, and map adoption) have been assigned to the Project Team members. This Project Scoping guidance document was intended to enable FEMA to achieve a "best value" for completing any Flood Map Project by prioritizing and addressing a community’s flood mapping needs, and distributing the work based on the strengths and capabilities of all available resources.
