Mapping Activity Statement (MAS) Template for Cooperating Technical Partners (CTP) Program
As Partners and FEMA identify specific mapping activities to undertake, they will develop Mapping Activity Statements (MASs) to define roles and responsibilities of all Partners involved in a Flood Map Project. Developing the MASs will be a collaborative effort where the Partner, FEMA, and other Project Team members contribute data and units of work to maximize the extent, accuracy, and usability of flood hazard studies to best meet local, State, and Federal needs, while minimizing costs for all parties. The MAS, a key component of the Cooperative Agreement package, defines the activities that will be accomplished, the entities responsible for accomplishing those activities, how the activities will be funded, and the nature of the working relationship between FEMA and its Partners.
An MAS may cover a range of products and services that depend on the Partners' interest, technical expertise, and available resources. An MAS may cover relatively simple activities, such as providing a digital base map, or more sophisticated activities, such as conducting hydrologic and hydraulic analyze and preparing print-ready digital flood maps for distribution by FEMA.
A template is available in a Word WinZip archive below. This template is intended to provide a starting point for Partners and FEMA to develop MASs for Flood Map Projects. If a Partner is going to perform more than one activity, appropriate language for all activities may be documented in one MAS. The FEMA Regional CTP Coordinator will provide the necessary guidance to ensure a complete MAS is developed. Activities not included in the template may be possible, based on the interests of FEMA and the Partners involved.
