The QuakeSmart program was developed by the Federal Emergency Management Agency (FEMA) around the premise that no community can fully recover from a damaging earthquake until its businesses are back up and running. Because businesses may not be prepared to resume operations following an earthquake, getting them to mitigate for earthquake loss has become an economic priority.
