Multi-Hazard Mitigation Planning Guidance under DMA2000

Mitigation Planning "Blue Book"

FEMA has prepared this Mitigation Planning "Blue Book" with two major objectives to help States, Tribes, and local governments better understand the Mitigation Planning rule under the Interim Final Rule, 44 CFR Part 201:

to help Federal and State reviewers evaluate mitigation plans from different jurisdictions in a fair and consistent manner; and
to help States, Tribes, and local jurisdictions develop new mitigation plans or modify existing ones in accordance with the requirements of 44 CFR Part 201.

This Multi-Hazard Mitigation Planning Guidance incorporates State, local, and Tribal officials' feedback and addresses issues that have arisen since the initial guidance was developed. FEMA continues to monitor the progress of States, local governments, and Tribes as they develop their plans, working in partnership with them to help ensure their success and enhancing our guidance products as questions and concerns arise.
