Currents Projects Under Alternative Arrangements Review

The FEMA Public Assistance (PA) Grant Program provides supplemental federal disaster grant assistance for the repair, replacement or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The following PA projects are currently being reviewed by FEMA EHP. They are considered eligible projects for review under Alternative Arrangements. In addition to the local applicant’s own public outreach, FEMA EHP is accepting any public comment on the proposed projects which is welcome on any individual project currently under Alternative Arrangements review. Comments may be submitted through the contact us page of this website. This page will be updated as new projects are received and old project reviews are completed.

1. City of New Orleans - Youth Study Center (YSC)

The YSC is a juvenile detention center that houses criminal offenders of minority age in the New Orleans area. It is the intention of the City of New Orleans to replace the Youth Study Center with a facility that will have a campus layout, rather than the condensed facility that was in place prior to Hurricane Katrina. It is this change of design that may necessitate an alternate site for the facility. Facility is proposed to be located at its existing and HANO site which is bounded by Milton Street to the North, Encampment Street to the East, Sere Street to the South, and Imperial Drive to the West. More information will be made available as planning progresses.

2. City of New Orleans - Coroner’s Office/EMS

The original Coroner’s Office located at 2700 Tulane Ave., New Orleans, was severely damaged by flood waters that resulted from associated levee breaches during Hurricane Katrina on August 29, 2005. It is the intention of the City of New Orleans to construct a new facility in a less flood prone area. This location is expected to be on city owned property on Earhart Boulevard, bounded by South Claiborne Avenue, South Broad Street and Pontchartrain Expressway. At this time, the new facility is in the conceptual planning phase. The conceptual plan includes the possibility of integrating New Orleans Emergency Medical Services within the same facility that will house the Coroner’s Office. More information will be made available as planning progresses.

Not all FEMA Public Assistance projects meet the criteria for the use of Alternative Arrangements.
