Alternative Arrangements E-mail updates
The 7-square-mile Mid-City neighborhood of New Orleans exhibits much that is typical of New Orleans, including a rich historical and cultural heritage, a large inventory of historical housing stock, and varied social and structural challenges. Swamps precluded development in most of District 4, of which Mid-City is a part, until drainage projects in the late 19th century opened up the area for urbanization. As a result, District 4's residential neighborhoods mostly exhibit a modest, turn-of-the-20th-century look and feel, replete with bungalows and shotgun houses and scored with transportation arteries and expansive light industrial areas.
Hughes Elementary School sustained extensive damage from Hurricane Katrina's winds, rain, and associated flooding from levee breaches. The Recovery School District wants to construct an 85,000-square-foot facility and associated drives, parking, playgrounds, and green space at the location of Hughes Elementary School. After construction is completed, the existing modular units at the site will be removed. This project is being evaluated under the Alternative Arrangements because it involves critical infrastructure in Greater New Orleans.
