WASHINGTON, D.C. -- R. David Paulison, Acting Under Secretary for Homeland Security and FEMA Director, announced last night that President Bush authorized an emergency declaration for the State of North Carolina, allocating Federal resources in support of emergency protective actions in the counties located in the path of Hurricane Ophelia, beginning on September 11, 2005, and continuing.
Paulison said President Bush issued the declaration following a review of FEMA’s analysis of the state’s request for federal assistance.
The declaration authorized FEMA to identify, mobilize and provide equipment and resources authorized under Title V of the Stafford Act, to alleviate the impacts of the emergency. Emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.
U.S. Department of Homeland Security Acting Under Secretary and FEMA Director R. David Paulison named Shelley Boone as the Federal Coordinating Officer for Federal recovery operations in the affected area.
The counties of Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Gates, Greene, Halifax, Hertford, Hyde, Johnston, Jones, Lenoir, Martin, Nash, New Hanover, North Hampton, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Sampson, Tyrell, Washington, Wayne and Wilson. Additional counties may be added at a later date after further evaluation.
FEMA prepares the nation for all hazards and manages federal response and recovery efforts following any national incident. FEMA also initiates mitigation activities, trains first responders, works with state and local emergency managers, and manages the National Flood Insurance Program and the U.S. Fire Administration. FEMA became part of the U.S. Department of Homeland Security on March 1, 2003.
