FEMA And State Schedule Briefings For Local Officials On Infrastructure Assistance

Albany, NY -- Briefings for local officials to explain the process of applying for federal disaster assistance, in the wake of the record/near record snowfall on December 25-26, 2002 and January 3-4, 2003, have been scheduled to start on Tuesday, March 11th, federal and state disaster recovery officials announced today. The complete schedule is attached.

"These briefings are designed to help local officials understand eligibility requirements and the reimbursement process," Edward F. Jacoby, Jr., state coordinating officer said. "But we also have a responsibility to ensure that federal, state, and local dollars are used appropriately."

At the request of Governor George E. Pataki, President George W. Bush signed an emergency declaration for 17 New York counties. Emergency assistance will be provided for a period of 96 hours for both storms to Albany, Chenango, Columbia, Delaware, Greene, Herkimer, Montgomery, Otsego, Schenectady, Sullivan and Ulster counties; for a period of 48 hours to Orange, Saratoga and Schoharie counties for the December storm; and 48 hours to Broome, Fulton and Oneida counties for the January storm.

With the Presidential emergency declaration, local governments in these counties are eligible to apply for federal assistance to fund 75 percent of the approved costs for measures taken before, during and after the emergency to save lives, protect public health and safety, and protect improved public and private property. Emergency assistance also may be provided to eligible private non-profit organizations that operate and maintain educational, utility, emergency, medical, custodial care and other essential governmental service facilities.

Government entities eligible to participate include state agencies, local government, river authorities, public utilities, the Oneida Nation, and eligible private non-profit organizations.
