Boston, May 30, 2000 -- In early May, 2000, nominees gathered at the John F. Kennedy Library in Boston, Massachusetts at a luncheon hosted by the Greater Boston Federal Executive Board to hear the announcement of this year's Excellence in Government Awards winners. When the recipients were announced Sandra J. Spinks had captured the Distinguished Federal Manager award besting five other candidates.
Ms. Spinks serves as the Team Leader for State and Local Assistance Team of the Preparedness Training and Exercise division. She supervises a staff of 7 whose duties include Hazardous Materials, Anti-terrorism, Exercises, Training and Comprehensive Environmental Response and Liability Act (CERLA). Her duties include oversight of a $10.5 million Emergency Management Performance Grant (EMPG) program. She and her team developed a one-day training workshop on Performance measures and conducted training sessions in each New England State.
In addition to her work at FEMA, Ms. Spinks is an accomplished award-winning writer and author. She has published several newspaper and magazine articles. Her articles focus on gender and minority issues in hiring practices. Ms. Spinks has received an award for the Top Ten Articles of the Year for The Wall Street Journal, National Business Employment Weekly, for 1996 and 1997 and Outstanding Article for the Year in 1997 that was on the cover of The Wall Street Journal National Business Employment Weekly.
