New York, N.Y., Nov. 5, 2013--Michael Bresnahan, Deputy Regional Administrator-FEMA Region II. K.C.Wilsey/FEMAMichael Bresnahan is the Chief of Staff for FEMA Region II.  He joins FEMA after serving over 29 years in the US Army and New York Army National Guard.  Bresnahan most recently served as the Chief of Staff, New York Army National Guard where he was responsible for the day-to-day operations of a force of over 10,600 Soldiers and an annual operating budget of over $240 million.

During his military career, Bresnahan served in numerous key leadership and staff positions in the New York Army National Guard to include command at the company and battalion level and chief of staff for a general officer command.  Other key staff positions include Director of Military Personnel, Director, Army Initiatives Group, Chief Information Officer/J6, and Director, Domestic Operations/J3.

Bresnahan has assisted with numerous emergency response operations and disaster recovery efforts during his years of service in the New York Army National Guard starting with the Hurricane Gloria Response effort in 1985.  He served as the J1/Director of Personnel for the New York National Guard and was responsible for all personnel support operations during the response effort following the September 11, 2001 attacks.  While assigned as the Chief of Staff, 53d Troop Command, Bresnahan served as the Task Force Commander for several flood recovery operations in central New York and storm responses in Westchester County.  During this time period he also was responsible for the security forces providing assistance to civil authorities in and around New York City.

Most recently, Bresnahan while assigned as the Chief of Staff, New York Army National Guard assisted with several major emergency response efforts to include the Hurricane Sandy response.  He assisted the Adjutant General, NYNG and the Director, Joint Staff with the development and execution of the National Guard response effort.  This recovery effort involved the deployment of over 4,000 personnel and several hundred pieces of equipment over the course of two months.

Bresnahan deployed to Iraq in 2010-2011 in support of Operations Iraqi Freedom and New Dawn where he served as a Team Chief, Military Transition Team.  There he led a team charged with the responsibility to advise and assist an Iraq Corps level command in Northern Iraq.  He served as the senior advisor and mentor to the Corps Commander.  He and his team also worked closely with US State Department Provisional Recovery Team assisting with the rebuilding the city of Mosul and other areas in Northern Iraq.

Bresnahan holds a Baccalaureate degree in Liberal Studies from Excelsior College and a Masters of Strategic Studies from the US Army War College.  He also completed the National Security Studies Fellowship, at Syracuse University, Maxwell School of Citizenship and Public Affairs.  He is currently pursuing a Master of Arts degree in Labor Policy and a Graduate Certificate in Human Resource Management at Empire State College, State University of New York.

He is a graduate of the US Army War College and the US Army Command and General Staff College.  He is also a graduate of the National Defense Strategy Course, Foreign Security Force Advisor School, and the Associate Logistics Executive Development Course.
