Bellevue, Tenn., May 20, 2010 -- Deputy Administrator Richard Serino visits with a homeowner inside his home in the River Plantation section of Bellevue. Residents were forced to gut their homes down to the studs as a result of 6 feet of flooding that penetrated their first floors.
