Seaport, Texas, August 20, 2009 --Matthew Chapman, a FEMA Individual Assistance worker uses a portable GPS to make sure that the temporary FEMA home is not in a designated flood plane. FEMA is working with local, state and other federal agencies to insure that residents have a safe place to live while they are rebuilding their homes after being damaged by Hurricane Ike.
