Baton Rouge, La., October 1, 2005 -- A sea of white travel trailer tops stretches out into the horizon at a staging area set up to hold these temporary housing units for inspection and documentation prior to being placed on private sites, in commercial and industrial parks and FEMA-developed group sites throughout the state.
