Open Graphic: Muscatine, Iowa. Thanks to a FEMA mitigation project, the city now has a new playground surface that will save thousands of dollars in the future. Richard Klimes, Director of Parks and Recreation: We had about three or four foot of water over the entire river front area which is seen behind me. The main damage was to the main playground area. Water and debris from the river came into the playground itself and when the waters receded the debris was left in the playground. FEMA teams came in and evaluated the site. Assisted us in preparing costs estimates and then transitioned in to longer terms to FEMA staff to help us provide an opportunity to fix the system so it is useable by the public. The surfacing of the playground was a pea gravel surface and through mitigation we chose to go in and take the pea gravel out and use Pour It Into Place Rubber so it was a safer surface. Under that surface is a drainage system. In the drainage system is a pea gravel base. On top of the pea gravel base is four inches of concrete. On top of the four inches of concrete is between two one to three inches of rubber fiber mix and on top of the rubber fiber mix is an inch to three quarters of an inch of a colored safety surfacing. This part of the park is a focal point to the entire community. It���s a meeting place-It���s a gathering place for people of all ages, all gender, all nationalities, simply because of the Mississippi River in the transition of the boating public, the biking public with the trails around us and because it is a river town. It is a very popular little area to come too and see what ever you need to see as far as the river is concerned.
