In April, 2007, as part of the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA) reorganization, Logistics was elevated from a branch to a directorate. The Logistics Management Directorate (LMD) is FEMA's major program office responsible for policy, guidance, standards, execution and governance of logistics support, services and operations. The mission is to effectively Plan, Manage and Sustain the national logistics response and recovery operations, in support of domestic emergencies and special events - to act as the National Logistics Coordinator (NLC)/Single Logistics Integrator. LMD organized around its core competencies: Logistics Operations; Plans and Exercises; Distribution Management; and Property Management. The directorate has also developed missions and functions for each of these competencies.
Improved business practices: LMD has strengthened its business practices by enhancing its relationships with logistics partners for a more coordinated logistics response operation. The preparations for Hurricane Dean, the responses to the California Wildfires, Nevada floods, mid-west ice storms and the west coast winter storms, have helped to validate the new business processes strategy and emboldened the "National Logistics Coordinator (NLC)" concept.
Key Readiness Contracts: Contracts and Inter-agency Agreements (IAA) that provide an enhanced logistics readiness capability:
Logistics Management Transformation Initiative (LMTI): This initiative is the overarching program to help transform the Logistics Management Directorate (LMD) into a more effective, responsive organization with improved readiness and response capability. LMTI has conducted a comprehensive analysis and assessment of current logistics core competencies exploring possibilities for third party logistics (3PL) opportunities, while ensuring fiscal prudence and accountability.
Loaned Executive (LE) Program: Logistics Management Directorate was selected by DHS/FEMA to host this pilot program. The loaned executive program was arranged through the U.S. Chamber of Commerce and with the United Parcel Service's (UPS) Foundation to bring a seasoned UPS executive into the Logistics Management Directorate to share private sector expertise. This program is managed through the DHS/FEMA Private Sector Office.
DoD Fellowship Program: Through partnership with DoD, LMD is participating in the Logistics Fellowship Program through the U.S. Air Force. The Logistics Fellowship recognizes a need to examine logistics innovations in both private and governmental organizations. This program benefits both organizations and allows more capability in providing quality products and logistics to customers.
Emergency Support Function (ESF) #7: Consistent with the LMTI initiatives and effective January 2008 in the National Response Framework (NRF), the Logistics Management Directorate is co-lead with the General Services Administration (GSA) on the Emergency Support Function (ESF #7) annex (Logistics Management and Resource Support).
FEMA coordinates the federal government's role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters, whether natural or man-made, including acts of terror.
