In April, 2007, as part of the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA) reorganization, Logistics was elevated from a branch to a directorate. The Logistics Management Directorate (LMD) is FEMA's major program office responsible for policy, guidance, standards, execution and governance of logistics support, services and operations. The mission is to effectively Plan, Manage and Sustain the national logistics response and recovery operations, in support of domestic emergencies and special events - to act as the National Logistics Coordinator (NLC)/Single Logistics Integrator. LMD organized around its core competencies: Logistics Operations; Plans and Exercises; Distribution Management; and Property Management. The directorate has also developed missions and functions for each of these competencies.

Improved business practices: LMD has strengthened its business practices by enhancing its relationships with logistics partners for a more coordinated logistics response operation. The preparations for Hurricane Dean, the responses to the California Wildfires, Nevada floods, mid-west ice storms and the west coast winter storms, have helped to validate the new business processes strategy and emboldened the "National Logistics Coordinator (NLC)" concept.

Transition of the national Emergency Transportation Center (NTC) mission from Department of Transportation (DOT). FEMA formed an inter-agency ETC Transition Working Group to determine the path for a seamless transition of the national Emergency Transportation Center mission from DOT by the end of 2007. FEMA has assumed the national ETC mission by using current in-house capabilities for acquiring transportation through the General Services Agency's (GSA) freight tenders program via an Interagency Agreement (IAA).
National Logistics Coordination Forum. FEMA conducted the first forum on March 27, 2008. This forum initiated the effort to develop a charter and operating doctrine for the National Logistics Coordinator concept. This is a high level, transparent initiative with participants including DOD/NORTHCOM, other federal agencies, non-governmental organizations, the private sector, FEMA Regions and state and local governments. The FEMA National Logistics Coordinator (NLC) will serve as the Single Logistics Integrator during National disasters and special events.
Distribution Management Strategy Working Group. The Logistics Management Directorate established a Distribution Management Strategy Working Group in January 2008, with its federal, private and non-governmental organizations logistics partners, to conduct a comprehensive analysis and develop a comprehensive distribution and supply chain management strategy. Partners in this group include GSA, DOD [United States Northern Command (USNORTHCOM)/ Defense Logistics Agency (DLA)], Health and Human Services (HHS), U.S. Army Corps of Engineers (USACE), Department of Agriculture [Food and Nutrition Service (FNS)],and U.S. Forest Service (USFS), and the American Red Cross (ARC). This group's analysis will include rightsizing inventory levels and determining the most effective strategic supply and service infrastructure locations in order to transition into a regional area support strategy. The working group is considering all critical distribution and supply chain management criteria in developing a concept that is effective in meeting our emergency management support responsibilities.

Logistics Management Transformation Initiative (LMTI)

Logistics Management Transformation Initiative (LMTI): This initiative is the overarching program to help transform the Logistics Management Directorate (LMD) into a more effective, responsive organization with improved readiness and response capability. LMTI has conducted a comprehensive analysis and assessment of current logistics core competencies exploring possibilities for third party logistics (3PL) opportunities, while ensuring fiscal prudence and accountability.

Loaned Executive (LE) Program: Logistics Management Directorate was selected by DHS/FEMA to host this pilot program. The loaned executive program was arranged through the U.S. Chamber of Commerce and with the United Parcel Service's (UPS) Foundation to bring a seasoned UPS executive into the Logistics Management Directorate to share private sector expertise. This program is managed through the DHS/FEMA Private Sector Office.

DoD Fellowship Program: Through partnership with DoD, LMD is participating in the Logistics Fellowship Program through the U.S. Air Force. The Logistics Fellowship recognizes a need to examine logistics innovations in both private and governmental organizations. This program benefits both organizations and allows more capability in providing quality products and logistics to customers.

Emergency Support Function (ESF) #7: Consistent with the LMTI initiatives and effective January 2008 in the National Response Framework (NRF), the Logistics Management Directorate is co-lead with the General Services Administration (GSA) on the Emergency Support Function (ESF #7) annex (Logistics Management and Resource Support).

FEMA coordinates the federal government's role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters, whether natural or man-made, including acts of terror.
