As directed by section 689i of the Post Katrina Emergency Management Reform Act (PKEMRA, P.L. 109-295), the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) established and conducted an Individual Assistance (IA) Pilot Program. Section 689j of PKEMRA authorized FEMA to develop and implement a Public Assistance (PA) Pilot Program. Legislation further required FEMA to report the results and effectiveness of the Pilot Programs to Congress. These reports were provided to Congress in May 2009.
The IA Pilot Program was designed to provide timely and cost-effective temporary housing to individuals and households affected by a disaster by funding repairs to existing multi-family rental housing units, under section 689(a)(4) of the Stafford Act.
FEMA conducted the PA Pilot Program in order to find ways to reduce the costs to the federal government of providing assistance to state and local governments, increase flexibility in grant administration, and expedite the provision of assistance to states and local governments.
FEMA’s findings, conclusions, and recommendations for improving the authorities, granted by PKEMRA, are contained in the reports, and can be viewed on FEMA’s Web site.
