Des Plaines, Ill., April 30, 2013 -- Covered in mud and silt, family photos and other family heirlooms lay on streets and lawns after the severe flash flooding on April 18. More than 7 inches of rain fell in central and northeast Illinois which caused the Des Plains river to overflow its banks.
