New York, N.Y., Dec. 1, 2012 -- Surge volunteer Deborah Turner, works on some paperwork after a long day out in the field, aboard the Training Ship Empire State VI, docked on the East River at the foot of the Throgs Neck Bridge. The ship has provided accommodations for volunteers from FEMA Corps and Federal Surge Capacity Force who have come to assist in the recovery efforts for Hurricane Sandy.
