Staten Island, N.Y., Nov. 7, 2012 -- FEMA Deputy Administrator Rich Serino, visits a shelter that has been set up at Mount Manresa to help residents impacted by Hurricane Sandy.  The shelter has a room where pets are kept for people who are at the shelter and have been displaced by the storm.
