Parsons, W.Va., Nov. 5, 2012 -- Kyle Flynn, a U.S. Forest Service worker from Missouri, cuts a downed tree so that utility crews can restore power in a section of West Virginia's Tucker County. FEMA is working with state, federal and local partners to assist residents of the state affected by the deep snow, heavy rain and high winds of Hurricane Sandy.
