New Orleans, La., Jan. 10, 2012 --  During the grand opening of Victory Field, New Orleans Mayor, Mitch Landrieu, announces the master plan for Joe Brown Park in New Orleans East and recognizes FEMA for its ongoing efforts to fund millions of dollars in repair work at the facility following Hurricane Katrina.
